Southport’s £50m Town Deal bid submitted

Southport Town Deal Board has submitted an ambitious ÂŁ50 million plan to the government to transform the fortunes of the popular coastal town, which include a new waterside events centre, all weather visitor attractions, new business incubators and a spectacular light show in the Marine Lake.

The funding will kickstart a wider ÂŁ400 million investment in the town and bring 1,250 additional jobs to the area as a result of the initial projects.

The bid is part of the government’s Town Deals Fund, developed to ‘level up’ and drive the economic regeneration of towns across England.

The Southport Town Deal bid includes a new convention and events centre on the site of the Southport Theatre and Convention Centre, which closed earlier this year as a result of the coronavirus pandemic. The space would house a 1,200-seat auditorium, exhibition halls as well as a cafe and co-working space. This state-of-the-art facility has been designed for flexible use and targeted at attracting new types of events such as esports to the North West region.

The plan also aims to regenerate the town centre and drive business growth. Lord Street, the town’s grand boulevard that inspired the Champs Elysees, would be restored to its former glory and a new events space created. A business incubator is proposed in one of Southport’s former shopping arcades providing much needed space for the town’s digital and creative businesses. A larger Enterprise Store would also be developed in a former department store building to provide scale-up accommodation for growing businesses.

An immersive water, light and sound show experience is proposed on the Marine Lake. Meanwhile the existing Southport Pleasureland would also be transformed, partnering with a globally recognised brand to create a themed indoor attraction open to visitors all year round.

Rob Fletcher, Chair of the Town Board commented: “Our plan has been informed by the biggest conversation that the town has ever had about its future. We’ve had 7,000 pieces of individual feedback from residents, business and visitors. 700 school children from the town have also put their ideas forward. Our plan is designed to provide opportunities for our current residents and future generations.”

Dwayne Johnson, Chief Executive at Sefton Council, said: “The Town Deal process has raised the profile of Southport with investors and we can already see the positive effect it is having. For example, Sefton Council has just announced an exclusivity agreement with GoSurf to create The Southport Cove Resort. This £40m privately financed investment will bring a unique surf wave pool and wellness and spa facilities to the heart of the town. The resort will add value to our Town Deal plan and complement our proposed projects, such as the convention and events centre and Marine Lake experience.”

Planning and development consultancy, Turley has supported the Town Deal Board through the process.

Richard Laming, Senior Director at Turley, said: “This plan signals a clear intent to the government and other investors that Southport has a clear vision for the future. The projects are unique and investable, and have the ability to leverage significant regeneration benefits to accelerate the region’s recovery from Covid-19.”

A decision on the funding is expected early 2021 and further details of projects will be released in the next few weeks.

Sefton leader’s message to residents following new national restrictions

The leader of Sefton Council, Cllr Ian Maher, has issued a message of thanks to residents and businesses for their continued efforts to fight the COVID-19 pandemic.

Cllr Ian Maher, Leader of Sefton Council, said: “I understand these new measures will come as disappointing news for both our residents and many businesses, all of whom have worked so hard to ensure we are as safe and as resilient as we can possibly be during the ongoing COVID-19 pandemic.

“It is imperative everyone follows the latest national government guidelines to save lives and protect our fantastic NHS network and social care services which the Council provides.

“Sefton Council, its partners and the Liverpool City Region have been working non-stop to keep everyone as safe as possible and drive down COVID-19 figures and the health and wellbeing of our residents remains our top priority.

“Essential council services will continue as they have done throughout the pandemic and I would like to put on record my heartfelt thanks to all of our staff who have been tirelessly working to support our most vulnerable members of the community, alongside providing those vital day-to-day services which are critical to the borough.

“Every single community, street and support bubble in Sefton should be proud of the amazing grassroots response and unwavering spirit that we have seen in the last nine months and I have no doubt this will continue as we enter yet another challenging and difficult time.

“I understand these new measures will be particularly distressing to those businesses and non-essential sectors who will have to temporarily close and Sefton Council will continue to do all it possibly can to help those who need support.

“I am pleased to hear that the furlough scheme will be extended throughout November, which will be vital in helping to protect local jobs and our economy.

Sefton Council urges residents to stay safe this October/ November

This Halloween and Bonfire Night authorities across the Liverpool City Region are urging residents not to gather or arrange events.

With the Liverpool City Region under Tier 3 restrictions, the risk of transmitting coronavirus is significantly higher than in other areas so mixing with other households should be avoided.

Major outdoor events scheduled to take place this over the Halloween and Bonfire Night period have been cancelled to help reduce the spread of coronavirus and all requests to hold events such as firework displays, no matter how large or small, will be refused for public safety reasons.

Cllr Trish Hardy, Sefton Council’s Cabinet Member for Communities and Housing said:

“We understand that this is a difficult period as this time of year families would usually be taking part in Halloween and Bonfire Night activities however, this year traditional ‘trick or treating’, parties and firework events are not permitted as this could increase the risk of spreading infection.

“Protecting our residents especially those who are vulnerable is our main priority and I know our communities will work together to help stop the spread of Coronavirus.”

Local authorities will continue to work with the Merseyside Police to help protect residents by ensuring that the restrictions are followed.

Chief Inspector Peter Clark, who is heading this year’s operation for Merseyside Police said:

“As you know there are a number of rules and restrictions in place in relation to Covid-19 – that means that the planned displays and events we normally attend, will not be happening this year. We know that this is another sacrifice we are having to make, however now is a time to pull together, follow the guidance and help to stop the spread.

“We are keen to get the balance right between protecting people from the spread of the coronavirus and ensuring that they can still enjoy this period. We will maintain a common sense approach during the Halloween and Bonfire night period – and are working to encourage people to respect the restrictions and explain why they are so important. Where people are flouting restrictions, we will however take action.

He continued: “Our message regarding anti-social behaviour during this period remains simple – it will not be tolerated and anyone caught committing this type of offence will be dealt with firmly and robustly. No one should have to suffer being the victim of anti-social behaviour and I would like to reassure everyone that there will be extra high-visibility patrols during this time.”

Local authorities are encouraging members of the public to find alternatives to trick or treating and gathering at bonfire or firework displays this year.

As in previous years, council officers will be working with both the Police and Fire services to reduce anti-social behaviour and protect the vulnerable, as well as removing fly-tipped waste and illegal bonfires.

Joe Cunliffe, Station Manager at Merseyside Fire & Rescue Service, said: “We know things won’t be the same this year and Merseyside Fire & Rescue Service still wants people to enjoy this period, but now is the time to pull together, follow the guidance and help stop the spread – it’s more important than ever that we all work together to protect our communities and the most vulnerable among them.

“Deliberately started fires in the run up to bonfire night put a huge drain on already overstretched Fire Service resources. You can help to reduce the number of incidents this bonfire period by never giving combustible materials to anyone, especially young people, and making sure your wheelie bin is out of sight – only put it out on collection day and bring it back in in as soon as possible.”

Merseyside Fire & Rescue Service is encouraging members of the public not to have bonfires on public land this year in order to reduce the spread of COVID-19.

Station Manager Cunliffe added: “Community bonfires must not take place on public land, as this will encourage people to gather in breach of current restrictions. Merseyside Fire & Rescue Service will respond to reports of fires and will extinguish them throughout the bonfire period. We would urge people to report any combustible material that could be used for deliberate fires via our website www.merseyfire.gov.uk, by calling 0800 731 5958 or via our social media pages.

“If you decide to have fireworks at home, only buy them from reputable retailers registered with MFRS. Please observe the restrictions and always follow the firework code.”

The Environment Agency is advising people to:

  • Think twice about having a bonfire this year.
  • Only burn small amounts of dry paper, leaves, clean wood and cardboard if you do decide to have a bonfire. Make sure materials are stored securely before being burned and always check the bonfire for wildlife before setting it alight.
  • Avoid burning waste such as treated wood, tyres, plastic, rubber and oil as these can seriously harm health and pollute the environment. It is illegal to burn most types of waste.
  • Make sure you know where the materials for your bonfire have come from. If you suspect illegal activity report it anonymously to Crimestoppers on 0800 555 111.
  • Read Environment Agency advice at https://www.gov.uk/garden-bonfires-rules to make sure you’re disposing of waste on your bonfire safely and legally.

Market transformation takes major step forward as work begins

Southport Market is a step closer to being transformed into a new ‘culture experience’ with work set to start on Monday 2nd November with the reopening scheduled for Spring 2021.

The incredible ÂŁ1.4 million redesign and refurbishment of the town centre market site will create a modern food and drinks space, along with a flexible events and market area with the ability to host casual markets. The new look market will be an all year-round attraction with space for up to ten delicious food and drinks units.

Acting as a catalyst for the regeneration of Southport and surrounding area, and providing a vital boost to the local economy and continued regeneration of Southport’s market quarter and King Street, the market will also include units for fresh produce stalls, including the popular Blackhurst Butchers, who has been trading in the Market for over 20 years and will be moving into a brand-new unit.

“I’m delighted that work on this exciting project has finally started, we know just how much of an important asset Southport Market is to the town.

“This project is a cornerstone of the Southport Town Deal, but we’ve also managed to secure additional external funding to completely transform the building, which shows real commitment from Sefton Council.

“I’m thrilled that already a number of new food and drink traders have already signed up to be a part of the new Southport Market, creating new job opportunities and business start-ups, and demonstrating a real confidence in the scheme.

“This ambitious and exciting project demonstrates the growing confidence in the Town and builds on the further good news of ‘Southport Cove’ announced last week.

“What an exciting time for Southport and for Sefton!”

 

COVID-19 Fund to support Sefton and City Region’s taxi drivers

Cllr Ian Maher, Leader of Sefton Council has joined The Metro Mayor, City Mayor and other Liverpool City Region Council leaders to announce £1.5m COVID-19 Fund for Local Authorities to support Taxi Drivers.

Liverpool City Region Combined Authority is to provide a fund of up to ÂŁ1.5 million to the six local authorities in the city region, including Sefton, to enable them to give grants to hard-pressed taxi drivers.

The funding will be allocated proportionately to each local authority, according to the number of licenced taxi drivers in their area.

The Fund will enable all of the city region’s local authorities to introduce and administer schemes which benefit local taxi drivers in addition to what is available to them through national support schemes.

Cllr Maher, said:

“I recognise that the last few months have been exceptionally difficulty for Sefton taxi drivers, and I hope that this new fund will go some way to easing the financial pressure taxi drivers are facing.

“In addition to this fund, the Sefton Council website has lots of information and advice about what other funding and financial support may be available for taxi drivers, and other self-employed business owners in Sefton. For example, the Self Employment Support Scheme will allow you to claim a taxable grant worth 80% of your trading profits up to a maximum of £2,500 per month for three months, although may be extended if needed. You can apply if you’re a self-employed individual or a member of a partnership.

“I know that taxi drivers who have fallen on hard times recently, like many of our residents who need help during this crisis, are being supported by their family, friends or neighbours. But for anyone who doesn’t have that support network in place, I want to make sure you know Sefton Council and our partners at Sefton CVS are here to help. Have a look on our website www.sefton.gov.uk/covid19 or call us on 0345 140 0845. The team will ask you a few questions and your information will be shared with Sefton CVS (Community Volunteer Service) who are co-ordinating the support in the community.”

The details of how the funding will be issued to taxi drivers are currently being finalised and further information will be available shortly on the Sefton Council website soon.  It is expected that payments will be made before Christmas.

In a joint statement with the other city region leaders, Cllr Maher said:

“We recognise the hardship experienced by our area’s taxi drivers, who have seen their trade seriously affected by the Coronavirus restrictions.

“We know this fund can only make a small contribution but wanted to make this available as a gesture of support for a sector that has been hit hard without adequate support.

“As leaders and mayors, we are continuing to press the Government for financial support packages work for everyone who has seen their livelihood affected by Covid-19 restrictions.”
