Council cabinet to consider Marine Lake Events Centre business case

Sefton Council’s Cabinet will next week consider a report which would see the Local Authority reach a major milestone in its plans for the exciting Marine Lake Events Centre in Southport.

The report, which was published today (Wednesday, July 20th) asks Cabinet to approve plans for a Full Business Case to be submitted to Central Government, following the award of the ÂŁ37.5m Southport Town Deal.

Cabinet will also be asked to approve plans to procure both a Design & Build contractor and an Operating Partner for the proposed venue.

Excitement for the Marine Lake Events Centre & Water and Light Show project has been building rapidly in recent months, and a detailed planning application for its creation has already been submitted.

Both the Planning submission and Business Case proposal follow a detailed public consultation process held by the council, which showed that 84% of residents and businesses in the resort are in favour of the Marine Lake Events Centre (MLEC) being created.

Should the business case and planning permission be approved, The MLEC is expected to bring more than half a million visitors to Southport year on year, while generating an annual ÂŁ18 million for the local economy.

Cllr Marion Atkinson, Sefton Council’s Labour Cabinet Member for Regeneration and Skills, said: “The submission of a full business case and the appointment of contractors and operators are the natural next steps in this fantastic one in a generational project.

“We are wholly committed to the delivery of this incredible scheme which will be of massive importance to the economy across the borough.”

Detailed in the report includes a transparent financial analysis of what the local authority’s predicted annual cost of borrowing for the project could be, less the annual income received from the venue’s future operating partner.

A more detailed financial forecast is currently being drafted and will be presented to the September meeting of Sefton Council’s Cabinet.

Cllr Atkinson continued: “We know that the public recognises the council’s ambitions to boost Southport’s cultural offer and visitor economy, as well as ultimately support local businesses and increase spend.

“This report reaffirms the Cabinet’s steadfast commitment to the MLEC project by borrowing up to £20m to make it happen.

“I am immensely proud of what we have been able to deliver in terms of regeneration projects for our communities and businesses across Sefton, especially following the impact of the pandemic.

“Should it be approved, the new development will provide first class theatre space, a conference and exhibition centre able to accommodate a wide range of events, and cafĂ© and signature restaurant, providing facilities for both visitors and the local community alike.

“The plans also include a new Water and Light show installation on the Marine Lake, the largest permanent installation of its kind in the UK.

“Our plans for the Marine Lake Events Centre and Water & Light Show directly complement the ongoing and continued investment Sefton Council makes toward improving the future of the town for our amazing communities and visitors.”

There’s more to Sefton than it’s wonderful natural coast and beaches so here are a few ideas for those wanting to visit one of Sefton’s beauty spots today.

Explore Sefton’s Parks

People may want to think about a visit to one of Sefton’s parks, where plenty of shaded areas can be found under trees, offering a sheltered space for people of all ages to spend time outdoors.

Botanic Gardens, located in Churchtown, are renowned for its community-maintained floral displays, aviary and fernery. It has a café, as well as an abundance of shaded spaces in its woodland area. For more information, head to: sefton.gov.uk/botanicgardens

South of the borough is Derby Park, an important cultural asset that was built in 1895! The park has been recognised by its designation as part of the Derby Park Conservation Area and its listing on the National Register of Historic Parks and Gardens. Natural Coast

People visiting the Sefton coast are asked to dispose of litter carefully in bins, or if they are full, to take litter home with them. It is important that items such as glass are disposed of correctly, as if left in strong sunshine can cause fires, like a magnifying glass.

Visitors are also reminded that BBQs and fires are not allowed anywhere along our 22-mile coastline.

We encourage visitors to also be mindful of the impact hot weather can have on our array of wildlife that live along our natural coast. One way to help our wildlife is to respect their space and ensure they are not disturbed.

Last week Sefton Council approved of a new Public Space Protection Order (PSPO), this will help Council officers and our partner agencies manage behaviour along our environmentally protected coastline. Water Safety

RNLI lifeguards are present on a daily basis through summer in Sefton, at Formby, Ainsdale and Southport beaches. The RNLI already provides 365 days a year service at Crosby Coastal Park.

The RNLI and Her Majesty’s HM Coastguard have launched a water safety campaign, urging everyone to remember that if you get into trouble in the water, Float to Live.

To do this: lean back, using your arms and legs to stay afloat. Control your breathing, then call for help or swim to safety. In a coastal emergency, call 999 or 112 for the Coastguard.

Plan your journey

Those thinking about visiting one of Sefton’s coastal gateways are reminded to travel safely, planning their journey ahead to avoid traffic delays and are reminded to park responsibly away from residential areas.

People opting for public transport can get the latest travel updates on the Mersey Travel website.

Beach parking is available at Ainsdale and Southport beaches. Unsurprisingly, capacity can be limited during peak times.

The facilities at Ainsdale beach include men’s, women’s, and disabled toilets. A daily cleaning regime is in place, ensuring the amenities are kept clean and replenished during busy periods through the summer.

Respect our wildlife

Thousands of migrating birds are stopping off now on Sefton coast after breeding in the far north.

If you see birds resting on the sands do not disturb them, whether you are a dog walker, horse rider, walker, jogger, photographer or even birdwatcher.

This is especially important at high tide as the birds’ feeding areas are covered by the incoming waves and they must rest and conserve energy.

Samantha Mumba to headline Pride in Liverpool

Irish pop legend Samantha Mumba will headline this year’s Pride in Liverpool festival, with a performance on the Barclays Main Stage at the city’s Pier Head on Saturday 30th July.

Samantha MumbaThe multi-talented singer, composer, actress, model and TV presenter is best known for her 00s hit singles, “Gotta Tell You”, “Baby Come on Over” and “Always Come Back to Your Love”, but in 2020 released two brand new singles “Cool” and “Process”.

The Pier Head site for Pride in Liverpool will be open from 12noon and its stage, which has been programmed by Sound City, will spring to life from 1pm, as the city’s March With Pride arrives at the festival site following its journey through the city from St George’s Plateau.

The stage will be hosted throughout the day by Jordan Lee from Radio City & Hits Radio Pride and Jay Hynd from The Guide – both media partners to LCR Pride Foundation and the city’s annual Pride festival.

Andi Herring, CEO and Co-founder of LCR Pride Foundation – the LGBT+ charity behind Pride in Liverpool and the annual March With Pride – said: “We are ecstatic to have Samantha Mumba headlining this year’s Pride in Liverpool, as we finally come together to celebrate – in person – for the first time in three years.

“Samantha’s best-known songs contain some of the greatest choruses from the 21st century, so we’re looking forward to a – hopefully sunny – sing-along at the Pier Head!

“We have faced so many challenges in delivering our first festival since before COVID-19, but thanks to our amazing team, volunteers, suppliers and city partners we have ensured that the wait is over and we can finally come together again.

“We’re incredibly proud to have achieved this, even with a last-minute site move, and look forward to being visible, together and celebrating our city region’s beautiful LGBT+ community.”

March muster will begin from 10:30am on Saturday 30th July, with the march starting at 12 noon from St George’s Plateau. The march route and further information about the event will be announced in the coming days.

Two Sefton Council housing consultations coming to a close at the end of July

Improving quality

A consultation that will be used to shape the authority’s new Housing Strategy closes on Friday 29th July. Its key themes include ‘Improving the quality of housing in the Borough’ and ‘Providing homes that meet people’s needs’.

Sunday 31st July also sees the closure of Sefton Council’s 12-week consultation on proposals to extend its Selective and Additional (HMO) Licensing schemes for private rented homes.

Hazards removed

Since Sefton Council introduced Licensing in March 2018, serious health and safety hazards have been removed from licensed properties. These included fire safety, electrical hazards, damp & mould and excess cold.

With the current Licensing schemes due to end on 28th February 2023, Sefton Council is asking for people’s views on its plans to extend them until February 2028.

More than bricks & mortar

When the Housing Strategy Consultation was launched Cllr Trish Hardy, Sefton Council’s Cabinet Member for Communities and Housing, said: “Sefton Council knows housing is about more much more than bricks and mortar.

“It’s about people’s homes, which are a vital part of all our lives and have a direct effect on our health, wellbeing, quality of life and the opportunities available to us.”

Improve standards

At the unveiling of the Licensing consultation Cllr Hardy said:  “Introducing the current licencing schemes has enabled Sefton Council to work with private landlords in the areas covered to improve their standards of management, which has resulted in improvements for their tenants.

“By extending the scheme for a further five years, we want to build on this success and bring about further benefits for landlords, tenants and those communities.”

Sefton Council team up with ‘Relationkit’ to promote positive relationships

Sefton Council is launching a campaign today to promote positive relationships and reduce conflict within families. The campaign aims to encourage parents to take time to think about their relationships with other adults and the impact, good and bad, this can have on children and young people.

The Council have teamed up with Relationkit.co.uk to launch a brand new website with free online resources to give parents and carers some support with their relationship. It’s mobile-friendly and easy to use and parents in Sefton can start using the site from today. 

There are videos, mindfulness sessions and downloadable cards to help with some really common things like struggling to communicate well with your partner, raising kids together, and parenting after break-up.

The Council will also be promoting resources to help with communication, relationships, parenting and stress management all week on social media.
