A popular historic building in Crosby is set to be brought back into community use.

Sefton Council recognises the importance of the Grade II listed Carnegie Library building and late last year advertised it to try and identify the right opportunity that benefits the community and local residents.

The competitive process looking at bids for the future of this important asset has been completed and options around next steps are now being considered.

A report highlighting the potential use of the College Road building as a sustainable business hub with an emphasis on social value has been approved by Cllr Paulette Lappin, Sefton Council’s Cabinet Member Regulatory, Compliance and Corporate Services.

Cunard Construction Limited will facilitate the repair and refurbishment of the Library in line with its status as a Grade II listed building.

Cllr Paulette Lappin, Sefton Council’s Cabinet Member Regulatory, Compliance and Corporate Services, said:

“Carnegie Library is a valued asset for both the Council and the local community and its heritage status is widely recognised.

“The successful business plan submitted for the premises reports on the development and operation of a create a flexible business hub for start-up and smaller businesses, a community cafĂ© in the centre of the building within the heart of Crosby.

“This is exciting news for Crosby and the wider borough as we bring a much-loved building back into use serving our valued communities. Further details will be released in due course.”

James Flannery, Construction Director at Cunard Construction, said;

“We are delighted to be chosen as the preferred bidder for the iconic and much-loved Carnegie Library in Crosby. We as a business have a track record of refurbishing historic buildings across the Liverpool City Region and the North West.

“We aim to work in partnership with Sefton Council, and the immediate community in Crosby, to create a stimulating business hub, focusing on start-up and smaller businesses who want to work more locally to where they live rather than the more costly city centre office environments. We also have plans to work with other partners, including the Combined Authority, on this and other exciting schemes in the future.

“We as a business will be operating from the new space as we want to demonstrate the transition from start-up, to a more established business operations and the building will be designed to allow this growth.

“We feel the integration of a central bistro / café to compliment the flexible office working environment will enhance a new way of working post Covid-19. Furthermore, we will aim to extending the welcome to this unique building to the local community with internal and external seating space”.

Discretionary funding support for Sefton Businesses

Sefton Council has just announced its plans to administer the Discretionary Business Grant Fund as part of the wider government support response to the coronavirus outbreak. This will be a small grants fund to support struggling local businesses who have fixed property costs that can be evidenced by a commercial lease, commercial rent or commercial  mortgage agreement.

The process to administer the ÂŁ2.2m fund will be open towards to the end of the week commencing 8 June and allowing businesses to apply online.

The window to apply for a discretionary grant will be strictly limited, with the process closing once the anticipated funding levels have been met. The grant funding has a government guided eligibility criterion for businesses to check if they are eligible before they apply.

To support the grant process, rigorous checks will be undertaken to ensure businesses meet the firm eligibility criteria. A systematic assessment method will be employed to determine need and funding award levels.

Due to financial constraints and to maximise distribution, grants will be capped with most grants expected to be less than ÂŁ7,500. The Government has asked local authorities to give priority to groups of small businesses that are ineligible for current support, namely charities in receipt of charity rate relief, B&Bs which pay council tax, businesses in shared workspaces and regular market traders. Of course, other small businesses, not in these highlighted groups, will also be welcome to apply where eligibility is met.

Once the business has completed the online form, applicants will be given 7 days to submit all the required supporting information.  The date of application will be the date when all supporting information was received.  Businesses will be notified within 2 weeks from this date as to whether their application has been approved.

The application form will be live by Friday 12th June 2020 but the eligibility criteria and FAQs can be viewed here.

Sefton reiterates support for shielding residents across borough

Sefton Council is reminding anyone who has been contacted by their GP or the NHS and told they should be shielding that they are entitled to Government Coronavirus support.

This means they can get a range of help including food parcels, prescriptions and essential supplies.

To get this support they need to register either online at www.gov.uk/coronavirus-extremely-vulnerable or by phoning 0800 028 8327.

People can register themselves or on behalf of someone else such as a friend, relative or neighbour.

Residents of Sefton Borough who aren’t able to get the care they need from family, friends or neighbours can also get support seven-days-a-week, from 8am until 8pm, by calling the Council’s team on 0345 140 0845.

They can help with things like urgent food deliveries, prescription collection, support with online services such as a Wi-Fi Connection or help with emails or even just a friendly call to help people cope with loneliness

Staff taking calls we will try to match callers’ needs as far as possible with the support available, and currently aim to respond to requests within three working days.

People wanting help locally can also use the form at https://forms.sefton.gov.uk/covid19referral but should note that is only being monitored during regular office hours so a response may take longer.

The Council is also reminding people that when they seek help they should only do so from people you know and trust and that they should only give cash to someone you know and trust as well.

Bank cards and PIN numbers should never be given to anybody and personal health or care details should never be shared with anyone unless they are from the NHS or the Council.

Be a Care Hero for Sefton

Be a #CareHero – #SupportingSefton

Sefton Council is joining authorities across the North West to send out an urgent plea for people to step forward to Be a Care Hero, and help provide essential services for those that need them most.

The combined effort by the adult social care organisations behind the recruitment drive of North West councils is of a scale never seen before.  The result is a simple recruitment process to ensure people can be placed into practical roles providing care and assistance as quickly as possible.

Sefton Social Care Providers has a variety of roles available, for which experience is not always necessary, but a kind, caring, friendly and compassionate outlook is essential. Sefton Social Care Providers is hoping that those with transferable skills will respond to the plea, with the training provided meaning that those applying don’t need any previous experience of working in adult social care for some of the roles.

Current roles within the Borough of Sefton include Care Assistants, Cooks and Kitchen Assistants, Cleaners and Maintenance workers, Administrators, Qualified Social Workers and Qualified clinical roles such as Nursing, Physiotherapists and Occupational Therapists.

Cllr Marion Atkinson, Sefton Council’s Cabinet Member for Regeneration and Skills said:
“Through the Be a Care Hero campaign we want to build upon the fantastic reaction we have already seen across Sefton in the face of COVID-19.

“We have a range of essential roles and we are looking for caring and compassionate people with great communications skills to fill them. We will provide training, so they don’t need previous experience working in adult social care but what they do need to be able to do is engage with and listen to people, ensuring the best possible outcomes for them.”

Cllr Paul Cummins, Sefton Council’s Cabinet Member for Adult Social Care said: “Every day, those working in adult social care across our Borough are doing an incredible job, providing people with essential support, and our whole community thanks these Care Heroes for everything that they are doing.

“Now, through the Be a Care Hero campaign we are looking for more people to take on these vital roles that give the adults in our care across the Borough the support that they need, and will give those already working in the sector the additional help that they need during these unprecedented times.”

The recruitment process has been kept as simple as possible, with one portal for all council’s across the North West, which can be accessed via: https://greater.jobs/content/10231/be-a-care-hero

Interviews will take place over the phone or via Skype / Facetime.

Cllr Cummins added: “One of the uplifting things that these extraordinary times have highlighted is the true warmth, kindness and community spirit of people.  Adults in social care are among the most vulnerable in our society, and we hope that people will respond and will want to Be a Care Hero.”
